MPDFT and Brabet sign agreement, with fines of up to R$ 2.5 million for violations

The Ministry of Public Prosecution of the Federal District and Territories (MPDFT) has reached a Term of Conduct Adjustment (TAC) with Five-Tech Games Ltda, the operator of the Brabet betting platform. For high-risk operators and PSPs, the interesting part is not the fine itself but the list of operational constraints now being pushed into the Brazilian market: payout timing, PIX-only withdrawals, rollover bans, affiliate liability, and customer-protection controls.

  1. The agreement was signed on Monday (30/6) and closes an investigation opened after consumer complaints. It was handled by the 1st Consumer Defense Prosecutor’s Office (Prodecon/MPDFT) and sets a schedule for Brabet to align its operations with the Brazilian market.
  2. Brabet has 60 days, split into phases, to implement the required changes. Among them: withdrawals must be released within regulatory deadlines, exclusively via PIX and directly to the account of the registered user. Installment payouts and limits on withdrawals are also prohibited.
  3. The TAC also bans bonuses tied to betting targets, known as rollover, and direct transfers between platform users. Brabet must provide immediate self-exclusion tools, with the user still able to withdraw the available balance, plus tools to limit deposits, losses, and session time.
  4. On the advertising side, the platform may not run promotions that promise easy money or present betting as an investment. Brabet will also be responsible for the actions of influencers and affiliates linked to the platform.
  5. The agreement requires a free 24-hour customer service channel, plus an ombudsman function for unresolved cases. Brabet must also fund and run an educational campaign for at least six months warning Brazilian users about financial losses, over-indebtedness, and problem gambling.

Paulo Roberto Binicheski, head of the 1st Prodecon, said the aim is “to guarantee a safe and transparent environment for consumers, so that protection rules and responsible gaming are fully met.” Brabet.com operates under a license from the Loteria do Estado da Paraíba (LOTEP). The platform is not connected to Bra.bet.br, which is operated by BB Gaming and authorized by SPA-MF.
