Altenar shares a practical guide to entering regulated gambling markets

Altenar has outlined the basics operators need to check before stepping into regulated markets: what the licence actually covers, whether the platform can handle local rules, and whether the business case still works once compliance costs are on the table. For PSPs and payments teams, the useful bit is simple: payments, verification, reporting, and local restrictions are not side issues — they are part of market entry.

  1. Operators need to start with the licence, not the product roadmap. Altenar says the first question is exactly what the licence allows, because sports betting, casino, poker, and other products can be subject to different rules depending on the jurisdiction. In practice, that means a complete checklist is needed before anyone assumes a product can be launched under the same framework everywhere.
  2. The technology stack has to match local requirements. A sports betting platform must be ready for player verification, payments, reporting, responsible gambling measures, and technical testing, all of which can vary by regulated market. Altenar’s view is that operators should assess the technology before entering a new jurisdiction, so they do not end up paying for expensive technical changes after the fact.
  3. Commercial viability still matters, even when the licence is in hand. Altenar says obtaining a licence does not automatically make a market attractive. Operators have to weigh market size, competition, taxes, compliance and player acquisition costs, plus localization, payment methods, and marketing restrictions. The market that wins is the one where regulation, commercial upside, and the operator’s ability to compete actually line up.
  4. Compliance does not stop at launch. The obligations continue after the licence is granted: AML/KYC procedures, player protection measures, reporting, tax obligations, technical compliance, and audits all remain in play, alongside regulatory changes. For payments teams, that means the launch checklist is only the first checklist.

Altenar frames its guide and sports betting technology experience as a tool for operators building and maintaining compliant platforms in regulated markets. For high-risk businesses, the message is plain: market entry is not just a licensing event, it is a payments, compliance, and operations project that keeps going after launch.
