Kazakh law enforcement has arrested traders from RocketTrade over a scheme involving Kaspi accounts opened on Kyrgyz and Uzbek identities and the use of those bank accounts for payment processing. The case matters for high-risk PSPs because it sits right where account opening fraud, bank account lending, and gambling processing start to blur into the same operational mess.
- The alleged setup involved opening Kaspi accounts on Kyrgyz and Uzbek identities, then using those bank accounts as rails for payment processing. In practice, that is the part banks and PSPs look at first: who is the real account holder, who controls the funds, and whether the accounts are being used for the stated purpose.
- The processing was linked to casino brands 7K, Olymp and Rukh Poker. For payment teams, that is the relevant bit: the flow was not some generic merchant setup, but activity tied to gambling, where source-of-funds checks, account ownership checks and merchant-category controls tend to get tested hard.
- The source says local payment methods were “literally lying there,” while transgrans to Georgia, Tajikistan and the Philippines did not convert. That reads like a very familiar high-risk problem: when domestic acquiring or local APMs stop working, operators start chasing cross-border routes and lower-conversion corridors.
