Binance to set up a regional settlement hub in Kazakhstan for international payments and crypto transfers

Kazakhstan’s National Bank and Binance have signed a memorandum of understanding that will lead to a regional settlement hub in the country. The setup is meant to handle international payments and money transfers, including settlement for Binance clients in Central Asia, the CIS, and Eastern Europe.

  1. The National Bank of Kazakhstan said the project will involve creating a Binance group entity in the country, along with the infrastructure needed to obtain a first-category payment organization license from the National Bank. In plain terms: this is not just a press-release friendship, it is a regulated payments buildout.
  2. The hub is intended to process international payments and transfers, including settlements for digital-asset operations of Binance clients from Central Asia, the CIS, and Eastern Europe. For high-risk operators, that matters because it points to a jurisdiction-specific operating stack rather than a generic offshore processing setup.
  3. The signing ceremony included National Bank chairman Timur Suleimenov and Binance founder Changpeng Zhao. Binance also said Zhao is No. 17 in the global Forbes billionaires ranking, with a Forbes Real-Time Billionaires net worth of $114.6 billion as of 7 September.
  4. Last week, Binance said it had signed three agreements with Kazakh state and financial institutions. Besides the National Bank, the group signed memorandums with the Ministry of Artificial Intelligence and Digital Development and with the Astana International Financial Centre.
  5. The agreement with the ministry covers cooperation in digital assets, digital and computing infrastructure, and innovative payment solutions. Binance said it also includes the possibility of issuing a stablecoin in Kazakhstan.

The memorandum with the Astana International Financial Centre is designed to expand cooperation under its investment tax residency programme and to broaden the use of digital assets as part of Kazakhstan’s investment infrastructure. That is the part PSPs and crypto payment teams will watch closely: once a local regulated framework starts covering settlements, payment organization licensing, and stablecoin discussions, the routing options change fast.
