LOTBA brings judges and regulators together in Buenos Aires to fight illegal online betting

Lotería de la Ciudad (LOTBA), Fundación Nexum, and the Instituto Provincial de Loterías y Casinos de la Provincia de Buenos Aires (IPLyC) held a session in Buenos Aires focused on how public bodies can coordinate against unauthorized online betting. For PSPs and operators in high-risk verticals, the point is simple: enforcement is increasingly a joint exercise between regulators, prosecutors, and judges, not a siloed one.

  1. The event, titled “Abordajes Judiciales sobre Apuestas Ilegales Online,” took place at the Museo de Arte Moderno de Buenos Aires and brought together judicial representatives, regulatory authorities, and specialists to discuss the expansion of unauthorized betting platforms.
  2. Pablo Carrera, president of Fundación Nexum, opened the session and highlighted the role of control bodies in making the growth of illegal online betting more visible, along with related problems such as ludopatía (problem gambling).
  3. The first panel focused on judicial experiences in investigations tied to illegal online betting, the evolution of this activity as a criminal modality, and its consequences for the parties involved. Speakers included Maximiliano Ruiz, secretary of the Ministerio Público Fiscal de la Ciudad de Buenos Aires, and Rodolfo Ariza Clerici, judge in Penal, Contravencional y de Faltas de la Ciudad.
  4. The second panel addressed judicial measures and the tools used to confront illegal online gambling across different jurisdictions. Participants included Ezequiel Domínguez, director of LOTBA; Juan Rozas, head of the Fiscalía Especializada en Juegos de Azar (FEJA); Juan Mennucci, penal prosecutor in La Plata; and Juan José Suárez, judge of guarantees.
  5. At the close, Jesús Acevedo, president of LOTBA, and Pablo Carrera said stronger coordination among public agencies, regulatory authorities, and the judiciary is needed to reinforce control mechanisms and prevent access to illegal betting platforms.

For high-risk payments players, sessions like this matter because they show where the enforcement conversation is moving: toward tighter cooperation between local regulators and prosecutors, with illegal digital gambling squarely in view.
