Italy’s ADM orders blocking of 190 gambling websites by 20 August 2026
Italy’s Customs and Monopolies Agency, Agenzia delle Dogane e dei Monopoli (ADM), has ordered internet connectivity providers to block access to 190 gambling websites and redirect affected domains to the regulator’s notice page by 20 August 2026. For operators, affiliates, and payment providers active in Italy, this is another reminder that the country’s online gambling controls are enforced through an administrative blocking system, not just licensing paperwork.
- The new measure was registered on 5 August 2026 and adds 190 domains to ADM’s blocking list. Connectivity providers have been instructed to implement the technical restrictions by 20 August 2026.
- ADM’s system is aimed at gambling services or promotional activity that the authority considers to be operating outside the applicable national requirements. The agency maintains a dedicated register of websites subject to blocking and updates it as new measures are adopted.
- The blocking framework is based on Article 102 of Decree-Law No. 104 of 14 August 2020, as converted by Law No. 126 of 13 October 2020. In other words, this is a statutory administrative tool: a domain on the list is subject to a blocking order, not a judicial finding against every entity connected to it.
- The latest order was issued by ADM’s gambling controls function, with Luca Turchi identified as the responsible manager. ADM’s organisational information places Turchi in the Ufficio Controlli giochi within the Direzione Giochi.
- The new action follows a previous ADM blocking list published on 10 July 2026. That matters for PSPs and other infrastructure providers because Italy’s approach is not a one-off sweep; it is a continuing enforcement process, with the regulator updating its operational reference list as it goes.
