Evolution fined £4.75m after UK Gambling Commission settlement over unlicensed-site controls

The UK Gambling Commission has published its settlement with Evolution after genuine Evolution games were found on six unlicensed websites operated by two companies. Evolution paid £4.75 million and admitted failings in its controls; the operators and websites that directly offered the games to British consumers were not named.

1. The Commission says the websites received large volumes of British traffic and that Evolution’s controls failed, allowing illegal-market activity to occur. It also said Evolution gained financially from the arrangement.
2. The failings were serious enough for the Commission to consider suspending Evolution’s licence. That matters for PSPs and suppliers because it is not just a fine story; it is a licensing-risk story with a direct compliance angle.
3. The games were identified in August 2024. Evolution was notified in December 2024 and, according to the Commission, acted immediately. The final settlement was published in July 2026, almost two years after the problem was discovered.
4. The Commission named Evolution, but not the two operators or the six websites. The public disclosure leaves open basic operational questions that are highly relevant to payment providers: whether cease-and-desist notices were issued, whether any of the sites are still accessible from Great Britain, and whether criminal or regulatory referrals were made.
5. The Commission did not explain why the domain names remain hidden if the sites were already determined to be operating without a British licence. For high-risk payments teams, the practical point is simple: if a supplier can be linked to unlicensed traffic, the regulator may treat control failures as a licensing issue, not just a commercial one.
