Brazil lawmaker proposes amendments to keep sports betting outside the ban and give clubs a 24-month ad transition
Marcos Braz (PSDB-RJ), a federal deputy and former Flamengo vice-president, has filed amendments to Brazil’s provisional measure that bans betting companies in the country. The point for high-risk operators is simple: the proposal would keep sports betting alive while preserving a two-year runway for existing club sponsorship deals.
- According to Globo Online, Braz submitted the amendments on Wednesday (30/9), ahead of the Thursday (1º/10) deadline for changes to the provisional measure. The MP was issued by President Luiz Inácio Lula da Silva (PT) with immediate effect, lasts four months initially, and must be approved by Congress within 120 days to become permanent.
- Braz’s draft removes sports betting from the scope of the ban. It keeps the prohibition on online casinos and on bets tied to “actions, isolated events or individual plays occurring during real sports-themed events,” but allows fixed-odds betting on match scores and final results.
- The amendment says that “fixed-odds bets restricted to consolidated results, final scores and collective metrics of real sports matches remain fully authorized, provided they are operated by agents duly authorized by the Executive Branch.” In plain English: the text is trying to draw a line between full-blown event betting and outcomes-based wagering.
- On advertising, Braz proposes a 24-month transition period for clubs. His amendment would allow the “maintenance of passive display of brands on materials printed on uniforms and arenas arising from existing sponsorship contracts” for 24 months, which matters directly for football clubs that depend on betting-related sponsorship revenue.
- The Flamengo connection is not accidental: Braz was linked to the club, and Flamengo has already filed a lawsuit at the Supreme Federal Court to block the MP. A meeting between clubs and the federal government’s economic team had been scheduled for this week, but was postponed.
One operational detail to watch: since the MP was issued, new deposits into betting accounts are prohibited, while websites remain accessible for withdrawals until 23:59 on Sunday (5/). That means the market is not just dealing with a policy debate; it is already in the middle of a payments freeze on incoming funds.
