Veikkaus appoints Chris Armes as executive VP of Gaming Technologies ahead of Finland’s market liberalisation

Finland’s state-owned gaming operator Veikkaus has named Chris Armes as executive vice president of Gaming Technologies and a member of its executive team. The timing matters: Veikkaus is gearing up for a market where its long-standing monopoly is ending, and technology leadership becomes less of a support function and more of the business.

  1. Armes will start in the autumn of 2026 and will lead Veikkaus’ technology organisation from Helsinki. Veikkaus said the appointment is part of its preparation for market changes driven by the liberalisation of Finland’s gambling industry.
  2. Veikkaus president and CEO Olli Sarekoski said Armes’ background in transforming iGaming technology and running operations in heavily regulated international markets was central to the hire. Sarekoski also pointed to Armes’ commitment to responsible gaming and security, saying he would help Veikkaus build “first-class customer experiences and technological innovation.”
  3. The operator is working on modernising its digital platforms and expanding internationally to stay competitive against new private operators after the regulatory reforms. In other words, the race is now about platform quality, compliance tooling and distribution, not just brand recognition on the Finnish market.
  4. As of June, 50 operators had applied for licences in Finland, and the Finnish regulator said most applicants so far were international or foreign gambling companies. Industry consultant Jari Vähänen, formerly a senior executive at Veikkaus, estimated the entire business could be valued at up to €4.5 billion ($5.24 billion) after liberalisation.
  5. Armes previously worked at High5Games, where he oversaw technology and operational delivery across both B2B and B2C markets. His earlier roles included senior technology leadership positions at Gaming Innovation Group (GiG) and Scientific Games Digital, and he led the integration after Scientific Games’ acquisition of NYX Gaming Group in 2018. Veikkaus also highlighted cloud transformation, scalable digital platforms, cybersecurity and AI-driven player protection among the capabilities it wants under his remit.

For PSPs and acquirers, Finland is moving from a single-operator model to a market where licensed competitors will need onboarding, fraud controls, risk monitoring and payment coverage at scale. The practical takeaway is simple: platform decisions at Veikkaus are now being made with a more crowded market in mind.
