Bets Under Pressure: What a Brazilian MP Could Cost Football — and Its Continental Edge

Brazilian football is staring at a familiar high-risk problem: too much of the money sits in betting sponsorships, and now a possible federal MP could trim part of that flow. For clubs and PSPs watching high-risk exposure, the question is not whether the sector matters, but how much liquidity gets squeezed if the government narrows the rules.

  1. Thirteen Serie A clubs are currently sponsored by betting companies, and the annual master sponsorship total is estimated at more than R$ 1 billion, according to a Placar survey. The backdrop is a possible federal MP that would prohibit online casinos, while the current discussions appear to leave sports betting outside the ban and target online casino products specifically.
  2. Fifteen of the 20 Serie A clubs signed a manifesto against the proposal, saying the ban would mean the “end of Brazilian football.” The text came out days after the Palácio do Planalto started reviewing a version of the MP.
  3. Only four Serie A clubs in 2025 got more than 10% of their revenue from betting sponsors: Corinthians at 17.3%, Flamengo at 12.71%, Sport at 12.64%, and Juventude at 10.49%. So while the sector is not the whole business, for a few clubs it is not side money either.
  4. The sponsorship landscape is already shifting. Placar says 19 of the 20 Serie A clubs had some kind of betting deal in 2025, compared with 13 teams now. On paper that sounds like a cleanup; in practice it also shows how concentrated the dependence still is at the top of the pyramid.
  5. There are also contract-level changes in the numbers. Estadão reported that São Paulo’s deal with Superbet generated R$ 80 million in 2025, equal to 7.48% of total revenue of R$ 1.07 billion, and rises to R$ 95 million in 2026. Santos switched from 7k, which paid R$ 51 million in 2025, to Novibet on a R$ 35 million contract for 2026.

That is the part high-risk payments people care about: not the rhetoric, but the liquidity mechanics. Michel Fauze Mattar of EY said many clubs have already baked betting revenue into payroll and transfers, so an abrupt reduction would pressure liquidity and the sustainability of clubs that depend on it, even if he does not expect a market break, but rather an adjustment. Marco Tulio Oliveira, CEO of Ana Gaming Brasil, which controls 7k Bet sponsor of Vitória, said the measures under discussion are “not the most efficient path” because they reduce public monitoring capacity and push consumers toward unauthorized platforms operating outside Brazilian rules.
