ANJL rejects Comsefaz’s claims about PIX betting volumes in Brazil

The Associação Nacional de Jogos e Loterias (ANJL) has pushed back against a Comsefaz study that it says uses false data to describe PIX transactions tied to Brazil’s online betting market. For regulated operators and PSPs, the key point is simple: the number under debate is not a clean read on betting turnover, and it mixes legal gambling with other entertainment flows.

1. ANJL says the study released by the Comitê Nacional de Secretários de Fazenda, Finanças, Receita ou Tributação dos Estados e do Distrito Federal (Comsefaz) does not match official sector data published by Brazil’s Ministry of Finance. The association says the report also gets the timeline wrong for the transactions it tries to measure.
2. The group disputes the claim that “Brazilian families lost R$ 62.5 billion” to bets in 2025. According to the Secretaria de Prêmios e Apostas, gross gaming revenue for the sector last year was R$ 37 billion, which ANJL says is almost half of the Comsefaz estimate.
3. ANJL also argues that the transactions in the study are not limited to betting. It says the figures refer to net transfers from individuals to companies across four segments: arts, culture, sports, and recreation, a bucket that includes a wide range of entertainment providers, not just bets.
4. The association says the study ignores broader changes in Brazilian consumer behavior, including higher bank account penetration, which pushed more people to use PIX instead of other payment methods. In other words, higher PIX usage is not, by itself, proof of betting growth.
5. ANJL added that, according to official SPA-MF data, from October 2024 to December 2025, 25,000 illegal betting sites were blocked and at least 550 bank accounts were closed. Its point is that any raw financial total can include multiple sectors and accounts linked to illegal businesses, which makes the legal market look different from what a simple aggregate suggests.
