Paraná’s LOTTOPAR Documentary Says Video Lottery Is Not a Slot Machine
A new documentary produced by the Loteria do Estado do Paraná (Lottopar) is trying to separate video lottery terminals (VLTs) from casino slot machines the way regulators and operators do: by the math, the certification standard, and state supervision, not by the flashing lights. For high-risk PSPs, that distinction matters because the same-looking device can sit on opposite sides of the regulatory fence.
- The film was made by the Loteria do Estado do Paraná (Lottopar) and is set to launch this weekend, with exclusive distribution by BNLData. It features interviews with the president of Nevada’s gaming regulator, certification labs, the Paraná Scientific Police, and business operators from Brazil and the United States.
- On the Paraná side, the documentary includes Lottopar president Daniel Romanowski and collaborator Rodrigo Morosini. It also features AGS executives David Lopez, Marcus Fortunato, Drew Pawlack, and developer Bruno Fortunato, plus leaders from GLI and BMM, the head of the Paraná Scientific Police, Nevada Gaming Control Board president Mike Dreitzer, and operators from Maryland and Minnesota, where the format has been used for decades.
- The core argument is that, in Brazil, a VLT is an instant lottery run by state lotteries within the law. Slot machines remain prohibited and are treated as games of chance. The film’s closing line puts it bluntly: “The difference was never only in the machines. It was always in the choices.”
- The documentary centers on GLI 14, the technical standard used in U.S. video lottery markets. According to Drew Pawlack, it is present in 27 U.S. states. AGS has operated in that market for more than three decades, in states including Maryland, Ohio, and Indiana, and is now entering North Dakota.
- Under Brazilian law, a GLI 14 game is treated as an instant lottery, in practice an electronic scratch card. The logic is the same as a paper lottery: the game is issued as a closed batch with results already defined, so the operator knows in advance how much will be collected and how much will be paid in prizes.
The practical difference with casino slots is the other certification standard: GLI 11. There, each spin is an independent draw generated by an RNG (random number generator), so every play starts from the same odds instead of a pre-set pool of prizes. For anyone underwriting, acquiring, or classifying this vertical, that is the line that matters more than the cabinet design.
