Bets in Brazil begin sending banks customer balances today as R$ 1.325 billion awaits refund

Online betting operators in Brazil are starting today (7 October) to send financial institutions the balances left in player accounts, split by CPF and matched to the bank account used for each deposit. For high-risk payments teams, the detail that matters is simple: a large-scale reconciliation and refund process is now moving through the banking rails, with 26.5 million bettors and R$ 1.325 billion still to be paid out.

  1. According to the federal government’s shutdown schedule, the betting companies must finish sending the data to banks by Thursday (8 October). The records include balances held by each bettor, separated by CPF and linked to the bank account used for the original deposit.
  2. The Secretaria de Prêmios e Apostas (SPA), part of the Ministry of Finance, said R$ 1.325 billion remains pending return across about 26.5 million bettors with balances on the platforms. The voluntary withdrawal window closed at 23:59 on Monday (5 October).
  3. Once banks receive the data from the betting operators, they are required to refund the amounts to bettors between Friday (9 October) and Wednesday (14 October). If a refund cannot be completed, the money will be transferred to Caixa Econômica Federal from 14 October, and Caixa will be responsible for finishing the payout.
  4. A large share of the money is broken into tiny balances. The government said 86.2 million accounts show balances between R$ 0.01 and R$ 0.99, totaling R$ 15.5 million. Because the same person can have accounts on more than one platform, the number of accounts is higher than the number of bettors.
  5. The Ministry of Justice and Public Security said accounts with higher balances will be investigated for possible money laundering and links to criminal organizations. That is the bit compliance teams will care about: the refund process is not just operational, it also creates a screening and escalation exercise.

Tuesday (6 October) was the first day without authorized betting operations in Brazil. Of the 188 sites that had been operating legally until Monday, only one was still online, and the government has already requested its block.

In parallel, enforcement against unlicensed platforms has intensified. Between 25 September and 6 October, Ciberlab, part of the National Secretariat of Public Security (Secretaria Nacional de Segurança Pública, SENASP), and the SPA referred 13,241 illegal websites for blocking, or about 1,100 per day. The government also asked digital platforms to remove 3,552 pages, profiles, channels, groups, and servers tied to betting, with most of them on Facebook (1,974) and Telegram (900).

The provisional measure published on 25 September bans the operation, offering, intermediation, and advertising of betting in Brazil. It is already in force, but to remain valid it must be approved by the Chamber of Deputies and the Senate within 120 days.
