Colorado governor signs sports betting bill into law, adding deposit caps and credit card ban

Colorado Governor Jared Polis has signed Senate Bill 26-131 into law, and the new rules start on August 12. For sportsbook operators, the practical takeaway is straightforward: tighter funding limits, a credit-card ban, and new reporting obligations are now part of the Colorado playbook.

  1. Under the law, bettors will be limited to six deposits within a 24-hour period. The same bill also bans the use of credit cards to fund betting accounts, which means operators accepting Colorado action need to check both payment methods and cashier flows.
  2. The restrictions also cover marketing. Operators may not direct promotions at people under the age of 21, and they are prohibited from sending promotional push notifications or text messages encouraging customers to make bets or deposits.
  3. Starting from February 1, 2028, sports betting operators must annually report transactional data and metrics to the Gaming Division within the Department of Revenue. The Gaming Division will then publish a public report on that data every three years, beginning on January 1, 2029.
  4. The Colorado Gaming Control Commission will have authority to impose a maximum penalty of $25,000 per offence. The bill was sponsored by Senators Matt Ball and Byron Pelton, together with Representatives Steven Woodrow and Dan Woog, and it received bipartisan support.
