Google blocks Binance app downloads in Korea as non-VASP exchanges lose Play Store access from 28th

Starting on the 28th, new downloads of the Binance app will no longer be available from the Google Play Store in Korea. For high-risk PSPs, the important part is simple: app-store access can disappear even when web access stays open, which tends to hit retail acquisition and mobile trading first.

  1. According to the virtual asset industry on the 27th, Google is changing its software policy to block downloads of exchange apps that have not been reported to Korea’s Financial Intelligence Unit (FIU) as a Virtual Asset Service Provider (VASP). Binance falls into that category in Korea, so the app will no longer be available for new downloads from Google Play starting on the 28th.
  2. Korea’s reporting regime requires companies that want to offer virtual asset trading, custody, wallet, and deposit services to file with the FIU of the Financial Services Commission. The FIU reviews factors including the establishment of a Korean corporation, Information Security Management System (ISMS) certification, and the eligibility of major shareholders before deciding whether to accept the filing.
  3. There are 27 VASP-reported businesses in Korea, and five exchanges, including Upbit and Bithumb, are available in won. The authorities are advising investors not to transact with unreported businesses, which is the bucket Binance is currently in for Korea.
  4. The operational impact is narrower than a full shutdown but still material: users can continue using Binance on a personal PC, and accounts with the app already installed can keep using it. The catch is that no future updates for security or user-environment improvements will be available, which can affect speed and create security exposure over time.
  5. Installation from Apple’s App Store is still possible, but the article notes that future policy changes could block it. Samsung’s Galaxy Store follows Google Play’s policy, so installation there will also be unavailable starting on the 28th. Installing through a VPN is described as possible, but it may violate Google’s terms of use and could freeze the account if detected.

Google has done this before. In Jan. 2024, it removed the Binance and OKX apps from the Play Store in India for failing to comply with the Indian Ministry of Finance’s rules; Binance later registered with the Financial Intelligence Unit (FIU-IND) in India as a reporting entity and resumed business there. That is the pattern worth watching: when distribution is tied to local compliance, app-store policy becomes a payment and acquisition gate, not just a UX issue.
