PGR says it opposes release of Vorcaro allies as STF weighs Master case filings

The Brazilian Prosecutor General’s Office (PGR) has told the Supreme Federal Court (STF) it opposes the release of three relatives of former banker Daniel Vorcaro and lawyer Daniel Monteiro, who the Federal Police identifies as the financial operator for the owner of Banco Master. For high-risk payment firms, the point is not the family tree; it is that the court still has not clarified which chamber, or which judge, is handling the Master proceedings after the bank was liquidated by the Central Bank in November 2025.

  1. The confidential opinion was sent on Friday (16) to STF president Justice Edson Fachin, who has taken over the cases linked to Banco Master and the Operação Sem Desconto investigation, which concerns unauthorized deductions from INSS benefits.
  2. The PGR opposed the release of Henrique Vorcaro, Felipe Vorcaro and Fabiano Campos Zettel, described as Daniel Vorcaro’s father, cousin and brother-in-law, as well as Daniel Monteiro. The office said the conditions that led to their detention have not changed and that there is no reason to alter its previous position against release.
  3. The document was signed by Prosecutor General Paulo Gonet together with Deputy Prosecutor General Hindenburgo Chateaubriand and the two deputy prosecutors appointed to the Master case, Antônio Edílio Magalhães Teixeira and André de Carvalho Ramos.
  4. The PGR also said any review of appeals depends on a definition from the STF president about how the cases will move forward. It noted that Fachin could review the detentions individually and then send them to the full court if he chooses.
  5. The office did not address the release request filed by Daniel Vorcaro’s defense. According to the report, lawyers involved in the cases have been left in a procedural limbo since Fachin asked for the files to be sent to him, with no clear point of contact at the STF for urgent defense motions.

For PSPs, acquirers, and banking partners, the practical takeaway is simple: when a bank tied to a high-risk operator is liquidated and the related criminal and supervisory files are pulled into the top court, operational uncertainty does not end with the liquidation order. It just moves to the process queue.
