AGCO Fines Betty Gaming CAD 120,000 for Underage Gambling on Betty.ca
The Alcohol and Gaming Commission of Ontario (AGCO) has fined Betty Gaming CAD 120,000 ($86,016) after the operator self-reported that minors were able to create accounts, deposit funds, and gamble on its Betty.ca brand. For high-risk PSPs and gaming operators, the point is blunt: Ontario treats age controls as a live compliance requirement, not a box to tick after launch.
- According to the AGCO, Betty Gaming told the regulator in November 2025 that a vulnerability in Betty.ca’s age controls had allowed 9 underage individuals to create accounts, deposit funds, and play. The company also said another 14 underage individuals created accounts but did not deposit.
- The regulator said Ontario strictly prohibits operators from offering gambling to underage individuals and requires “effective safeguards” to prevent minors from accessing products, opening accounts, and gambling. In the AGCO’s wording, those obligations are “central to protecting young people and maintaining confidence in Ontario’s regulated gaming market.”
- As a result, the AGCO issued a monetary penalty of CAD 120,000 ($86,016) against Betty Gaming. The operator has 15 days to appeal the order.
- Dr Karin Schnarr, the AGCO’s chief executive officer and registrar, said the legal age requirement is “one of the most basic, yet most important safeguards” in Ontario’s regulated gaming market. She added that operators are responsible for making sure their systems work before they go live.
- The Betty Gaming case follows earlier AGCO penalties this year: CAD 40,000 each for Relax Gaming and Arrise Solutions, both fined for providing content to unregulated operators targeting the local market.
For operators and their payment partners, the practical takeaway is straightforward: if age gates, onboarding controls, or account checks fail, the regulator will not treat that as a harmless technical glitch. In Ontario, it becomes a licensing and trust issue fast.
