Isle of Man gaming licence holders fall from 72 to 54 after 2025 rule tightening

The Isle of Man Gambling Supervision Commission (GSC) says the number of licensees dropped from 72 to 54 over the last 12 months, a 25% decline. For high-risk payment teams, the point is straightforward: when a jurisdiction tightens who it will and will not license, operator churn follows, and payment relationships tend to get reviewed along with it.

1. The GSC’s latest report links the decline to stricter licensing rules introduced in 2025. The island stopped issuing permits to companies whose owners come from Southeast Asia, which narrowed the pool of applicants and pushed some existing businesses out of the market.
2. Over the same 12-month period, the regulator issued only 4 licences. That is not much of a pipeline, especially for a jurisdiction that had 72 licensees just a year earlier.
3. Several well-known companies gave up their permits, including Rational Entertainment Enterprises, the entity behind PokerStars; 888 Emerging, linked to the owner of the 888 brand; and Nolimit City Services, the slot developer behind Nolimit City.
4. Later, Isle of Man authorities said the way the tightening was positioned was a “serious misstep” by the regulator, describing it as too abrupt and unconditional. For operators and their PSPs, that matters because abrupt rule changes tend to create exactly the sort of licensing and counterparty uncertainty nobody wants in settlement flows.
