Fabio Macorin, Deputy Secretary of Brazil’s Secretariat of Prizes and Betting (SPA) at the Ministry of Finance, has joined the Board of the International Association of Gaming Regulators (IAGR). For high-risk operators and PSPs, the point is simple: the people shaping Brazil’s enforcement playbook are now sitting in a global regulator forum that shares tactics on licensing, AML, illegal-market suppression, and cross-border supervision.

  1. Macorin brings direct responsibility for Brazil’s federal fixed-odds betting framework. In the SPA, he leads implementation, oversight, and enforcement of the new regime, with a focus on authorised operators and the mechanics of supervision rather than just the rulebook on paper.
  2. Since joining the Ministry of Finance in 2024, he has been involved in rolling out Brazil’s new betting regulatory framework. His remit has included fighting the illegal market, strengthening anti-money laundering and counter-terrorist financing controls, and coordinating enforcement with other public bodies and the private sector.
  3. IAGR said his appointment adds a South American perspective at a time when regulators are dealing with similar cross-border problems. Ben Haden, IAGR’s president, said Brazil has carried out an “ambitious regulatory transformation in a very short time,” and that Macorin’s experience at the centre of that process will offer useful insight to the association’s global membership.
  4. Before moving to the Ministry of Finance, Macorin spent 17 years in the Federal Police of Brazil, including a decade investigating and preventing banking and financial fraud. That background has shaped his approach to betting regulation, especially around AML, financial monitoring, illegal-market control, and inter-agency cooperation.
  5. Brazil’s regulated fixed-odds betting market began operating in 2025 and is now one of the most closely watched regulatory developments in the sector. Macorin, previously Undersecretary for Monitoring and Inspection, has also worked on cooperation with financial institutions, telecom companies, and other authorities, alongside data-based tools for regulatory monitoring and enforcement.

For PSPs and acquirers, Brazil is not just another licensing headline. It is a live example of how a new regulated betting market is being policed: who gets supervised, how illegal flows are chased, and how much coordination regulators expect from banks, telecoms, and private-sector partners.
