Illegal betting market: 8 clandestine platforms have 1 million Telegram subscribers

Investigative work by Estadão Verifica found eight unregulated betting platforms still operating online in Brazil, outside Ministry of Finance oversight and, according to complaints, linked to coercive tactics and risks to minors. For PSPs and acquirers, the point is simple: these operators are not using the .bet.br domain required for authorized books, and they are still pulling serious audience numbers.

1. Statão Verifica mapped eight clandestine platforms whose Telegram channels together have more than 1 million subscribers. The report says the names of the illegal bets were not disclosed publicly, but the platform URLs were sent to the Ministry of Finance, which regulates the sector.
2. None of the identified channels uses the mandatory “.bet.br” ending required for bets authorized by the Ministry of Finance. One operates on a “uk.com” domain, suggesting a UK origin, but it is in Portuguese and accessible from Brazil. All of the platforms offer sports betting, online casino, and slot games.
3. The Telegram messages use direct, pressure-heavy copy to attract bettors, including phrases such as “enter the game and conquer your fortune,” “today is your lucky day,” and promises of “up to 99% chance of winning.” The ads also show alleged transfer receipts to players, with amounts of R$ 14,5 mil, R$ 13 mil, and R$ 10 mil, plus prize claims such as “winning amount: R$ 820.600,00” and “single deposits of 10 reais or more will entitle you to a cash bonus of 55,55 million.”
4. Antônio Geraldo da Silva, president of the Brazilian Psychiatric Association (ABP), said the messaging works as a psychological trigger: “These appeals are mental triggers, which create in the person the feeling that they have to play at that moment.” In practice, that is exactly the kind of pressure that gray and black-market operators use to drive deposits before users think twice.
5. Complaints on Reclame Aqui describe a familiar playbook: one bettor says they deposited 70 reais, won 2.800, and then were told to make another deposit of R$ 100 before withdrawal; two other reports describe the same pattern of being asked to deposit more and more, or to reach an extremely high wagering volume before receiving a bonus.

Because these platforms operate outside the law, they are not subject to Lei das Bets (14.790/2023), nor to the rules issued by the Secretariat of Prizes and Betting (SPA) of the Ministry of Finance and the National Council of Self-Regulation in Advertising (Conar). Luiz Felipe Santoro, president of the OAB-SP Commission on Gaming Law, Betting and Responsible Gaming, says the current rules prohibit ads that encourage betting, present it as an investment or source of income, promise easy gains, or create a sense of urgency.
