Azerbaijan police shut down a Telegram gambling ring tied to Xbet and MostBet

Azerbaijan’s cybercrime police detained two brothers accused of organizing illegal gambling through Xbet and MostBet via the AzeCash Telegram group. The case matters for high-risk PSPs because it shows how quickly wagering flows can be routed through messaging apps, with laundering and payment abuse sitting right next to the gambling operation.

1. The Main Department for Combating Cybercrime of the Ministry of Internal Affairs said the brothers ran illegal gambling on Xbet and MostBet through AzeCash in Telegram. To scale the operation, they brought in three more Azerbaijani citizens.
2. Police said the group’s turnover exceeded 10 million manats ($5,88 million). Authorities also said the suspects managed to legalize a large sum through different methods, which is the part payment teams usually care about when they read “illegal gambling” and immediately start thinking about source of funds and transaction patterns.
3. During the arrests, officers searched a specially rented apartment and seized about 40 mobile phones, laptops, and bank cards. That is a fairly familiar toolkit: phones for account control, cards for payment routing, and a rental flat to keep the whole thing away from the obvious business addresses.
4. Under Azerbaijani law, organizing illegal gambling can carry a prison term of up to 8 years. Participation in such gambling is punishable by a fine of up to $3 thousand.

For PSPs, acquirers, and bank partners, the practical takeaway is simple: Telegram-led gambling funnels are not just a compliance headache at onboarding. They can turn into a live fraud and laundering problem once volume starts moving, especially when the operation is already using multiple phones and bank cards.
