Brazil government plans meeting with clubs after betting ban

Brazil’s federal government is planning to meet football clubs next week to assess the impact of the ban on betting sites and apps, which are due to go offline by 6 October. For high-risk payment providers, the practical issue is not the political noise but the downstream effect on sponsorships, advertising inventory, and contract termination pressure.

1. Sports Minister Paulo Henrique Perna Cordeiro said the government wants to hear clubs’ concerns and look at how it can help avoid possible losses. He also said that “football has always lived without bets.”
2. Big clubs have pushed back. Flamengo said it “cannot create a rule, make companies and institutions take commitments based on it, and from one day to the next change the entire regulatory framework.” Fluminense called for an “adequate transition period.”
3. Flamengo receives R$ 268,5 million per season from a betting site under its sponsorship deal. Fluminense receives R$ 52 million under the same type of contract. The same deadline will apply to removing advertising pieces, campaigns, and brand assets tied to sponsorship agreements.
4. Before the ban was confirmed, online betting companies were already sending notices to clubs warning that contracts could be terminated. That matters because sponsorship agreements often sit alongside broader payment flows and commercial arrangements that need to be unwound quickly once the legal basis changes.
5. The proposal still needs approval from lawmakers and then the President’s signature before it takes effect. Under the draft, operating or offering so-called fixed-odds betting through any channel would become a crime punishable by 4 to 6 years in prison and a fine, even if the operator is authorized by a foreign authority.
