How Brazil’s newly elected Senate looks on casinos, bingo and online betting
BNLData reviewed the 54 senators elected on Sunday (4) and found more recorded resistance than support for PL 2.234/22, the bill that would legalize casinos, bingo and jogo do bicho. On online betting and online games, the picture is even less settled: most of the new Senate has no verified position at all, which matters because the next Congress will shape both the physical-gaming bill and the rules around bets.
- Among the 54 newly elected senators, 16 are against PL 2.234/22 and 10 are in favor, while 27 have no recorded position and one has mixed signals. The bill is still waiting for a plenary vote in the Senate.
- BNLData separated two debates that are often lumped together. The first is physical gaming under PL 2.234/22. The second is fixed-odds betting and online gaming, which are regulated by Law 14.790/2023 and are now prohibited by Provisional Measure 1.394/2026.
- On bets, 35 of the 54 elected have no verified vote or public statement. Of the 19 with a record, six voted in favor of regulation including online gaming, four are against, and seven only voted to remove online casino from the law.
- The elected senators take office on 1 February 2027 and serve until 31 January 2035. They will join the 27 senators whose terms run until 2031, so the next Senate will inherit the file with a sizeable bloc already on the record and another large bloc still silent.
- For PL 2.234/22, the Senate’s Constitution and Justice Committee approved the bill on 19 June 2024 by 14 votes to 12. On 17 December 2025, senators rejected the urgency motion by 36 votes to 28, which kept the bill from jumping the queue to a plenary vote.
For PSPs, acquirers and banks, the useful takeaway is not just who likes gaming and who does not. It is that Brazil’s next Senate arrives with clear opposition among some of its incoming members on physical gaming, while the online betting side remains far less defined. In practice, that means regulatory timelines for casinos, bingo, jogo do bicho and online bets will depend on a chamber where many relevant votes are already visible, but many others are still not on the record.
