1xBet returns to Liberia after LIPAY Inc. secures a new gaming license

1xBet returns to Liberia after LIPAY Inc. secures a new gaming license

1xBet is set to re-enter Liberia through LIPAY Inc. after the National Lottery Authority restored the company’s licensing status following a settlement of the regulatory dispute. For PSPs and operators, the key detail is that the license sits with LIPAY Inc., not with 1xBet as a separate Liberian legal entity.

  1. LIPAY Inc. received a one-year license on September 22, 2026 for the 2026/2027 licensing period, according to a September 25 report reproducing an NLA statement. The authorization covers sports betting, online casino and online lottery activities in Liberia.
  2. The NLA statement also identifies LIPAY Inc. as the representative of the 1xBet brand in Liberia. That distinction matters: the license was issued to LIPAY Inc., while the earlier ruling explicitly treated 1 X BET as a brand and dismissed the complaint against its management without prejudice because of misjoinder and the failure to sue a legal entity.
  3. The restoration follows an agreement dated September 14, 2026 between LIPAY Inc. and the NLA. The reported terms require compliance with licensing requirements, regulatory conditions, anti-money laundering and counter-terrorist financing obligations, and responsible gaming requirements. The arrangement also provides for the removal of restrictions previously imposed on LIPAY Inc., subject to those conditions.
  4. This is a regulatory reset, not a clean renewal of an uninterrupted license. In June 2026, the NLA ordered immediate revocation of LIPAY Inc.’s sports betting license, imposed administrative fines totaling US$10,000, and barred the company from applying for or obtaining another gaming license in Liberia for two years.
  5. The dispute began on December 16, 2025, when the NLA suspended LIPAY Inc.’s operational license. In its final ruling, the Authority said the suspension stemmed from concerns over the use of the 1XBET brand in Liberia and the relationship between LIPAY Inc. and DIDIANE LTD, a company registered in Cyprus.

The NLA said LIPAY Inc. had entered into a trademark license agreement with DIDIANE LTD dated May 13, 2025, allowing LIPAY to use the 1XBET trademarks in Liberia. For market operators, the practical takeaway is simple: in Liberia, the legal entity, the brand, and the license holder are not the same thing, and regulators will care about that distinction.
