EU adds Mobile Card, operator of Yediny TsUPIS, to its 21st sanctions package against Russia

The European Union has included LLC NKO Mobile Card, the operator of Yediny TsUPIS, in its 21st sanctions package against Russia. For European PSPs and banks touching high-risk flows, the practical point is simple: EU persons and companies are now barred from providing Mobile Card with funds or other economic resources.

  1. The sanctioned entity is LLC NKO Mobile Card, which operates Yediny TsUPIS, the payments infrastructure used in Russia’s betting ecosystem.
  2. Under the new EU restrictions, European citizens and companies are prohibited from making funds or other economic resources available to Mobile Card.
  3. For payment providers, the question is not abstract compliance theater: if you process flows connected to sanctioned infrastructure, you need to know where the money ends up and whether any EU nexus is involved.
  4. The measure sits inside the EU’s 21st sanctions package against Russia, so it is part of a broader tightening rather than a standalone move.
