AIGAMING backs Lula’s reelection and pushes to end Brazil’s MP banning fixed-odds betting
The International Gaming Association (AIGAMING) has welcomed the reelection of President Luiz Inácio Lula da Silva and Vice President Geraldo Alckmin, while also pressing for a solution to Provisional Measure No. 1.394, issued on 25 September 2026, which banned the operation, offering, intermediation, and advertising of fixed-odds betting across Brazil. For operators and payments providers, the point is simple: this is not a licensing tweak, it is a direct shutdown order.
- AIGAMING said on Monday (26/10) that Brazil needs to reconsider the impact of the measure and discuss alternatives that “strengthen regulation, fight the illegal market, and protect bettors.” In the association’s view, prohibition does not kill demand; it pushes it toward clandestine operators outside any supervision.
- The group’s core argument is the familiar one high-risk operators know by heart: a regulated market would create jobs, attract investment, increase tax revenue, and allow consumer-protection tools and responsible-gambling controls to be implemented. Without regulation, AIGAMING says, none of those benefits materialize.
- The note congratulates Lula and Alckmin on their victory, but it also makes a clear ask: AIGAMING says it is “available to contribute proposals that reconcile responsibility, legal certainty, and economic development, with clear rules for operators and effective enforcement.”
- The association also addressed defeated candidate Flávio Bolsonaro, thanking him for “his contribution to the democratic debate on the future of the country.” That detail suggests the sector kept channels open with both sides during the campaign, which is usually what you do when the regulatory risk is still live and nobody wants to be locked out of the next draft.
- AIGAMING said engagement with Congress is part of its strategy for the new government cycle. It wants lawmakers and the executive branch to discuss the MP together, which points to a legislative fix if the administration does not revoke the measure on its own.
One of the association’s priorities is formal recognition of fixed-odds betting as a legitimate economic segment. That is not just semantics: without that recognition, any new rule set starts from a shaky premise, and payment providers tend to notice that before anyone else.
