SBC Summit Lisboa adds an extra Brazil regulation panel on MP 1.394/2026, which bans bets in the country

The SBC Summit Lisboa is holding an extra SBC Meet up on Brazil regulation today at 16:30 in the Regulatory Gaming Meetup Lounge (F4-17). For operators, PSPs, and sponsors, the point is not academic: the panel is built around MP 1.394/2026, which bans the operation, offering, intermediation, and advertising of sports betting and online games in Brazil.

  1. The debate takes place on Tuesday, 29 September 2026, at 16:30 Lisbon time, at the Regulatory Gaming Meetup Lounge, stand F4-17, during SBC Summit Lisboa.
  2. The panel will examine MP 1.394/2026, issued by President Luiz Inácio Lula da Silva and published in an extra edition of the Diário Oficial da União last Friday, 25 September. The text bans the exploration, offering, intermediation, and advertising of sports betting and online gaming in Brazil.
  3. One of the immediate issues on the table is what happens to operators, payment methods, sponsorships, and bettors. Bettors have until 5 October to withdraw their balances, and the discussion also covers the economic and tax impact, plus the risk of the illegal market getting stronger.
  4. The organizers are also framing the legal path ahead: the panel will look at possible challenges before the Supremo Tribunal Federal (STF) and at the MP’s route through Congress, which has up to 120 days to vote on it.
  5. Participants include Leonardo Baptista, CEO and cofounder of PayForFun; Ana Bárbara, director of ABRAJOGO; Bárbara Teles, director of AMIG; Bernardo Freire, lawyer at BetLaw and consultant to ANJL; Gilberto Porto, lawyer; Michael Lopes Stewart, partner at Arco Advice; and Magnho José, president of the Instituto Brasileiro Jogo Legal (IJL) and editor of BNLData.

The setup is familiar enough: once a market gets regulated, the real battle often starts in the gap between the rulebook and the on-the-ground payment flows. Here, that gap is being discussed in public, in Lisbon, with Brazilian operators, investors, lawyers, and payment-sector voices in the room.
