Brazil’s Fazenda imposes precautionary measures on six licensed betting operators after SIGAP filing failures

The Secretariat of Prizes and Bets at Brazil’s Ministry of Finance (SPA/MF) issued seven precautionary measures on Friday (14/8) against six fixed-odds betting operators. Most of the cases point to failures in SIGAP, the regulator’s central monitoring system, which is the kind of thing that gets compliance teams’ attention very quickly.

1. Five of the seven measures share the same core issue: the SPA/MF said the operators did not properly send and process the regulatory information required in SIGAP (Sistema de Gestão de Apostas). The companies named under this basis are Zeroumbet Plataforma Digital Ltda. (Zeroum, Sportvip and Energia), Enseada Serviços e Tecnologia Ltda. (KBet), Select Operations Ltda. (MMABet, Betvip and Papigames), Nexus International Ltda. (Megaposta), and Pixbet in one of its two cases.
2. SIGAP is the main enforcement tool created by Law No. 14.790/2023. Through it, the SPA/MF monitors betting volumes, gross gaming revenue (GGR), and whether licensed operators are meeting regulatory obligations in real time. If data stops flowing, the ministry’s ability to supervise the market is directly impaired — which is exactly the sort of operational issue that can turn into a licensing problem.
3. Pixbet Soluções Tecnológicas Ltda. (CNPJ 40.633.348/0001-30), which operates the Pixbet, Ganhei Bet and Bet da Sorte brands, is the only operator facing two simultaneous proceedings. Both decisions are dated 13/8/2026 and relate to the same administrative sanctioning process opened on 13/8/2025. One precautionary measure requires effective controls, assessment and monitoring of bettors under responsible gaming policies; the other concerns SIGAP failures.
4. Zeroumbet has a separate wrinkle. The company is operating under an interim court order from the 14th Federal Civil Court of the Judicial District of São Paulo, which required its inclusion on the list of authorized operators after the SPA/MF had rejected its license application over concerns about the suitability of its shareholders. The new precautionary measure therefore lands on a company that entered the regulated market through litigation, not through a clean administrative approval path.
5. RR Participações e Intermediações de Negócios Ltda. (CNPJ 23.159.703/0001-62), which is responsible for the BRX Bet and RicoBet brands and the domain multi.bet.br, also received a precautionary measure. The original text is truncated at this point, but the important part for PSPs is already clear: the SPA/MF is actively using precautionary actions against licensed operators, and SIGAP performance is now a live regulatory exposure, not a background filing detail.

The broader signal here is straightforward for high-risk PSPs and acquirers operating in Brazil: a licensed status does not insulate an operator from immediate enforcement if reporting, control, or responsible-gaming obligations are not being met. In other words, the regulator is not only checking who is allowed to operate, but how well the operator keeps feeding the machine.
