Brazil’s ANPD targets 18 adult sites over age verification, covering 98% of this traffic
Brazil’s data protection authority, ANPD, has started checking 18 sites with content and services barred to minors, which it says account for 98% of this type of online traffic in Brazil. For PSPs and adult merchants, the point is simple: the ECA Digital is no longer just a law on paper, and the question now is how platforms prove age checks in practice.
- The sites were identified under Brazil’s Estatuto Digital da Criança e do Adolescente (ECA Digital), which became law in September 2025. The law requires platforms with content inappropriate for users under 18 to verify the age of their users.
- The ANPD gave the targeted platforms 10 business days to explain what measures they have adopted for age verification and how those measures meet the agency’s minimum requirements.
- The companies must also describe what protection mechanisms are used when a user’s age cannot be confirmed. That detail matters, because in this kind of regime the real issue is not the headline rule but the fallback path when verification fails.
- If the companies do not respond, the ANPD says they may face administrative proceedings that can lead to warnings, fines, and blocking in Brazil.
- The list of monitored sites includes Xvdeos.com, Xvideos.red, Onlyfans.com, Pornhub.com, Xhamster.com, Xnxx.com, Fatalmodel.com, Socialmediagirls.com, Sambaporno.com, Animeshentai.biz, Hentaistube.com, Privacy.com.br, Thehentai.net, Photoacompanhantes.com, Cameraprive.com, Hiper.cool, Shokka.com, and Thisvid.com.
For adult, cam, and adjacent high-risk operators, Brazil is now in the phase where enforcement starts to define the workable standard. The ANPD has not said how it will judge specific verification flows beyond the minimum requirements it wants platforms to meet, which leaves compliance teams with the usual problem: build something that satisfies a regulator before the regulator finishes writing the playbook.
