Norway plans DNS blocks for Kalshi, Polymarket and 60 other unlicensed sites
Norway’s gambling regulator has notified 62 operators that their websites could be blocked for users in the country, with Kalshi and Polymarket among the names on the list. For PSPs and operators, the point is not the headline itself; it is that Norway is moving from paper rules to access restrictions, and it is doing so against both classic gambling sites and prediction markets.
- The Norwegian Gambling and Foundation Authority says the covered services are operating in breach of national gambling legislation. The operators have until 15 October 2026 to respond before the regulator makes its final decisions.
- The proposed measure is DNS blocking, or domain name system blocking. In practice, that means internet service providers can interfere with the normal process of turning a website name into an internet address, so Norwegian users trying to open a blocked site could see a notice explaining that access has been restricted.
- The authority has already used similar restrictions before: the latest action follows earlier blocking measures that have resulted in 238 gambling websites being blocked in Norway.
- The regulator is treating this as a preliminary notification, not a final order. The distinction matters because the operators can still respond before the authority completes the process, so the notices are not confirmation that every proposed restriction has already taken effect.
- Kalshi and Polymarket are included because they allow users to trade on the outcomes of real-world events. That puts prediction markets in the same enforcement frame as other unlicensed gambling services when the regulator decides they fall within national gambling rules.
For high-risk payment businesses, Norway’s move is a reminder that access enforcement is no longer limited to obvious casino-style brands. If a regulator decides a prediction market, sportsbook, or offshore gaming site is outside the local licensing perimeter, the response can quickly shift from supervision to blocking.
