Netherlands KSA renews first eight online gaming licences through September 2031

The Dutch Gaming Authority (Kansspelautoriteit, KSA) has issued the first set of follow-up licences for online gambling operators. Eight companies have now been cleared to keep operating in the Dutch iGaming market from October 2026 to September 2031, which removes a renewal overhang that matters a great deal when your PSP, acquirer, or banking partner is deciding whether the licence stack is stable enough.

1. The first online gambling licences in the Netherlands were issued in 2021, when the current iGaming framework launched. Those permits were due to expire at the end of September 2026, so operators had to go through the renewal process to avoid a hard stop in market access.
2. The KSA said it has now agreed to issue follow-up permits to eight companies: TOTO Online B.V. (TOTO and Winnitt), Holland Casino N.V. (Holland Casino Online), Play North Limited (Kansino), FPO Nederland B.V. (FairPlay Casino), Bingoal Nederland B.V. (Bingoal), Hillside (New Media Malta) Plc (Bet365), NSUS Malta Limited (GG Poker), and Betent B.V. (Betcity).
3. The renewed licences allow those operators to continue from October 2026 to September 2031. For payment providers, that is the practical point: the Dutch market remains open to these merchants without an interruption tied to the first licence cycle ending.
4. Before issuing the follow-up licences, the KSA reviewed multiple subjects, including any non-compliance by the licensees over the past five years. Operators applying for renewal were also asked to explain what measures they had taken to prevent the same type of breach from happening again.
5. The regulator said the eight operators met the requirements for a follow-up licence. In other words, the first renewal round is in motion, and the KSA is treating past conduct as part of the gatekeeping process rather than as a box-ticking exercise.

The KSA is still watching the sector closely. It recently said it would take appropriate action after Holland Casino allowed a self-excluded player to gamble at one of its land-based venues, with the same player also gaining access to Jack’s Casino in Utrecht and Casino Be One in Rotterdam using a colleague’s driver’s licence.
