The thing is simple: once the money flow gets cut off, illegal betting stops looking like a business and starts looking like a very expensive problem. Paraná’s state lottery, Lottopar, is now pointing to the federal government’s new order requiring financial institutions to block funds tied to unauthorized betting platforms within 24 hours.

  1. On Friday, 19, the Brazilian federal government announced measures requiring banks and fintechs to block resources belonging to unlicensed betting platforms, the so-called “bets ilegais.”
  2. The decree is aimed at freezing the financial flow of clandestine operators, with seized amounts directed to the Fundo Nacional de Segurança Pública (National Public Security Fund).
  3. Under the new rules, banks and fintechs carry joint liability and must interrupt transactions within 24 hours after notification by the competent authorities. For PSPs, that is the bit that matters: once notified, the clock is no longer theoretical.
  4. Lottopar says operating or betting on platforms without state authorization creates serious risks for society, including exposure to money laundering, foreign exchange evasion, lack of payment guarantees for players, and no Jogo Responsável (Responsible Gaming) policies.
  5. The lottery also notes that illegal bets do not pay taxes that would otherwise be used for public benefits such as housing, security, and social assistance.

The broader signal for high-risk payment players is clear enough: Brazil is tightening the link between betting authorization and access to banking rails. For unlicensed operators, the problem is not just licensing anymore; it is whether their payment stack can survive a 24-hour notice window.
