Buenos Aires moves ahead with online gambling regulation bill, aiming for 2026

After months of limited movement, the Buenos Aires Chamber of Deputies has formally resumed work on a legislative package to regulate online gambling. For PSPs and operators in high-risk verticals, the important bit is simple: the province is trying to turn 22 separate bills into one framework, and the main pressure points are underage access, advertising, and responsible gambling controls.

1. The legislative work is being handled by the Commission on Games of Chance, Lottery, and Prevention of Gambling Addiction in the Buenos Aires Chamber of Deputies. The commission was created in February 2026 to centralize proposals related to regulation of the sector, but until September it had recorded little concrete progress beyond its initial organizing meetings.

The process was reactivated after Diputados Bonaerenses reported on 11 September that the commission would meet on 16 September to resume debate and move toward a comprehensive legislative proposal. The meeting took place as planned and included representatives from different political blocs, who presented the initiatives currently under review.
3. The bills now on the table all point in the same direction: tighter controls on digital gambling and stronger barriers to keep minors off betting sites and apps. The details differ, but the commission’s job is to sort through the existing files and identify the common points that can be merged into a single text.
4. Micaela Olivetto, who heads the commission, said the goal is for Buenos Aires province to have a new law before the end of 2026. To get there, the first step is to review the 22 bills currently in the legislative debate and decide which restrictions can actually be combined into one package.
5. Olivetto also said the commission wants to coordinate with other committees that have jurisdiction over parts of the bills. In practice, that means avoiding a fragmented process where the files move separately and instead building one coordinated legislative route.

For high-risk operators, the signal here is less about a finished rulebook than about the shape of the rulebook being negotiated: underage access, gambling addiction, responsible gambling tools, and restrictions on certain advertising practices. If Buenos Aires does produce a unified text before the end of 2026, those are the pressure points to watch first.
