Brazil orders licensed betting platforms to redirect all traffic to brasilsembets.gov.br from October 6, 2026

Brazil’s Secretaria de Prêmios e Apostas (SPA/MF) has told all licensed betting platforms to send every visitor to a government page, brasilsembets.gov.br, starting at 0:01 a.m. on Tuesday, October 6, 2026. For operators and PSPs in high-risk, this is not just a notice: it is a forced traffic diversion, plus an order to take apps, subdomains, IPs, and APIs out of circulation.

  1. The notification was sent to the legal representatives of licensed companies and cites article 23, caput, of Medida Provisória nº 1.394, de 2026. It covers “all websites, domains and internet applications” offering fixed-odds betting lotteries, with the affected addresses listed in an annex to the document.
  2. SPA/MF says the redirection must be implemented by the domain holders themselves, using their own cloud infrastructure, application servers, and DNS management. The document allows different technical methods: HTTP 301 or 302 status codes, DNS pointing, or cloud reverse proxy rules. Whatever the method, access to the homepage or internal URLs must result in the “automatic and secure forwarding” of the user to the government portal.
  3. The order goes beyond web traffic. The Secretariat also requires the unavailability of subdomains, IP addresses, and APIs used by mobile apps, desktop apps, and smart TV applications linked to the brands, “making it completely impossible to access the services through these applications.”
  4. Companies must submit technical evidence of the measures adopted and formally notify the authority once the redirection has been completed. In practice, this turns compliance into a documented handoff, not a checkbox exercise.
  5. The government page is supposed to centralize two things: official instructions for bettors to withdraw all retained funds and balances from their accounts, and information, materials, and awareness campaigns about the risks of betting and the prevention of overindebtedness. The notice also warns that non-compliance, hiding alternative domains, or any “attempt at technological evasion” can trigger sanctions for the company, its controllers, and legal representatives, with compulsory blocking via Anatel and CGI.br under paragraph 1 of article 23 of the MP.
