Brazil extends Novo Desenrola until August 31, 2026 and keeps the online betting ban
Brazil’s federal government has extended Novo Desenrola, its debt renegotiation program, through August 31, 2026. For payment providers and betting operators, the important bit is the rule that keeps beneficiaries blocked from regulated online betting platforms while they are using the program.
- The extension was signed on Friday, August 1, by Finance Minister Dario Durigan and published in an extra edition of the Diário Oficial da União. The program had originally been scheduled to end on August 3, and the new deadline runs until the end of the provisional measure that created it.
- Anyone who joins the program is automatically barred from betting on online platforms. When a customer signs the renegotiation contract with a bank, their CPF is blocked across all regulated betting platforms for 12 months under the standard debt-renegotiation track, and for 6 months under Desenrola Adimplentes, the track for informal workers with accounts in good standing.
- The mechanism is built to keep debt relief from flowing into online gambling. Banco do Brasil centralizes the data from the Fundo de Garantia de Operações (FGO), and financial institutions are prohibited from authorizing transactions such as Pix or card payments to betting sites from beneficiaries’ accounts.
- The ministry says 2.5 million people have renegotiated bank debts and repaid them in full, 1.6 million have renegotiated and are still paying in installments, and 5 million people have had negative credit entries removed for debts of up to R$ 100 owed to financial institutions.
- The extension was requested by banks and other interested parties to give people who already started the process an extra 30 days to finish it. Durigan said the extension will have no fiscal impact because the mobilized resources are enough to keep the renegotiations going. The extension applies only to financial institutions that had concluded at least 1,000 FGO-backed credit operations under the program by July 30, 2026.
The program launched in May 2026 and, according to Durigan, the extra month should help the government reach its target of 10 million beneficiaries. For high-risk PSPs and betting operators, the operational point is straightforward: Brazil is not just writing debt relief into policy, it is tying that relief to payment-blocking controls on regulated betting flows.
