iGaming licensing updates from the past week: 1xBet returns in Liberia, Georgia opens offshore licensing, Caesars and MGM stay out of prediction markets
Three items matter for high-risk payments teams this week: 1xBet is back in Liberia, Georgia has launched full offshore licensing, and Caesars and MGM have both declined to enter prediction markets. The Costa Rica note is less of a market move and more of a payment rail breadcrumb: SINPE Móvil starts with Pay Planet.
- 1xBet has resumed operations in Liberia. For PSPs and acquirers, that means the operator is active again in a jurisdiction that can quickly become relevant for payment routing, merchant due diligence, and country-level risk checks.
- Georgia has launched full offshore licensing. That is the key licensing change in the batch, because offshore authorization affects who can be onboarded, under what local framework, and how the market is positioned for payment processing and banking access.
- Executives at Caesars and MGM have declined to launch or participate in prediction markets. In practice, that keeps two major U.S. gaming brands out of a vertical that has been attracting attention from operators and payment providers alike.
- In Costa Rica, SINPE Móvil starts with Pay Planet. The source frames this as a payments-chain note rather than a licensing event, but it still matters for anyone tracking which processor sits at the front of a local payment flow.
