Jack.com Says Brazil’s Gambling Ban Could Turn a Licensed Market Into a Moving Target
Crypto sportsbook and casino operator Jack.com has outlined what Brazil’s gambling ban means for operators, regulators, and players after Provisional Measure MP 1.394 shut down licensed betting sites on October 6. For high-risk PSPs, the useful part is not the political theater; it is the speed: Brazil went from licensing its betting market in January 2025 to a full ban in under two years.
- MP 1.394 was signed on September 25, 2026, and it prohibits sports betting and online casinos in Brazil, including platforms run by foreign operators. Account holders could withdraw funds until 11:59 PM on October 5, and licensed betting sites and apps went offline on October 6.
- The measure has legal force from the day it is published, but it is not permanent law yet. Brazil’s Congress now has 120 days to decide whether the ban stays in place, which means the market’s status can still change again on a short timetable.
- Jack.com says there are two main paths after October 6. If Congress approves the measure, the ban becomes permanent law and regulators as well as operators in other markets will watch how the shutdown is implemented. If Congress does not approve it, the ban loses force and the sector enters another period of uncertainty.
- There is one more moving part: industry groups have asked Brazil’s Supreme Court to suspend the measure, so a court ruling could alter the timeline before Congress finishes its work.
- Jack.com’s core point is blunt enough to be useful: a licence is not a fixed asset. For operators, market access and revenue forecasts now need a regulatory-risk layer; for PSPs and acquirers, Brazil is another reminder that a licensed market can change faster than settlement cycles and integration roadmaps.
Jack.com frames the broader lesson in familiar terms for anyone operating in high-risk verticals: regulation, transparency, and player protection are the base of a credible iGaming market. In practice, that means the usual comfort blanket of “we’re licensed” is not a strategy; it is a status update.
