Germany raids alleged illegal online gambling network said to be active since 2021

German prosecutors say they have hit a large-scale illegal online gambling operation with searches at 11 sites, asset restraints worth €82m, and arrest warrants for five suspects. For PSPs, acquirers, and banks, the useful part is simple: this is another reminder that German authorities are treating unlicensed gambling, tax exposure, and payment flows as one enforcement problem.

1. More than 100 officers took part in coordinated searches on Tuesday, September 8, across 11 sites. The action was led by the Frankfurt public prosecutor’s office together with the city’s tax investigation unit, the State Office for the Combat of Financial Crime in North Rhine‑Westphalia, and Frankfurt police.
2. Authorities say the alleged network had been running online gambling services without German licences since at least July 2021. They also said betting volumes surpassed €5.8bn between mid‑2021 and the end of 2023 alone, which is the kind of number that tends to make banks and payment processors pay attention very quickly.
3. Police seized luxury vehicles and froze multiple bank accounts. Prosecutors also issued an asset restraint order valued at €82m and arrest warrants for five people they believe were behind the operation.
4. The public prosecutor’s office said the accused are suspected of failing to fully pay, or paying at all, taxes due on gambling activities throughout the period of operation. The estimated tax loss for 2024 alone is €77.6m.
5. Industry bodies used the raid to press their existing case for tougher enforcement against unlicensed operators. Deutscher Sportwettenverband (DSWV) president Mathias Dahms said lawmakers seeking stronger player protection should “consistently crack down on illegal services and strengthen legal ones,” while Deutscher Online Casinoverband (DOCV) board member Kevin O’Neal renewed calls for a unified federal licensing system for online casino games and tougher measures against illegal operators.

The other fight here is about market size. The federal gambling regulator, the GGL, put the share of gross gambling revenue going to unlicensed operators in Germany at 23 per cent in 2024, while Nielsen data suggested 56 per cent. The DOCV pointed to the ongoing review of the Interstate Treaty on Gambling, due to conclude by year-end, as the window for reform.
