VGW Agrees to Pay an $8M Settlement in New York After AG Settlement Over Sweepstakes Gambling
VGW, the operator behind Chumba Casino, Global Poker, and Luckyland Slots, has agreed to pay $8 million to settle New York Attorney General Letitia James’ allegations that it offered unlicensed gambling in the state. For PSPs and acquirers, the point is simple: sweepstakes is no longer a “gray area” story in New York, and the pressure is spreading to other states.
- New York’s attorney general said VGW had been offering unlicensed gambling in the state since 2012. The office announced that the company agreed to the $8 million settlement and avoided a legal battle over those allegations.
- VGW received a cease-and-desist letter from the attorney general’s office in 2025 and then stopped offering virtual coin gambling in New York. The investigation, however, continued.
- James said New York law prohibits any unlicensed gambling that involves risking something of value, including redeemable virtual coins. In practice, sweepstakes operators often use multiple digital currencies, with users betting on virtual slot machines, blackjack, and poker, then redeeming winnings for cryptocurrency, gift cards, or cash.
- The settlement comes as New York keeps tightening the screws on unregulated gambling. In December 2025, Governor Kathy Hochul signed a bill that definitively ended the local sweepstakes sector, and the state is also suing Kalshi over alleged illegal sports wagering.
- VGW is facing pressure beyond New York. Florida Attorney General James Uthmeier is suing the company with similar arguments, while Oklahoma, Tennessee, Kentucky, and Florida have also targeted the sector. VGW has already been forced to eliminate its dual-currency system in Mississippi and New Jersey, effectively shifting to a social casino model.
For the payments side, the commercial risk is not just headline risk. State-level enforcement is forcing sweepstakes operators to change product structures, and that tends to ripple straight into acquiring, merchant onboarding, and bank-partner policy decisions.
