Vladivostok court sentences iGaming organizers to up to 18 years over 2018–2022 land-based online casino operation

A court in Vladivostok handed down prison terms of 7.5 to 18 years to 11 people tied to an iGaming operation that ran from 2018 to 2022. For PSPs, acquirers, and anyone selling into high-risk gambling, the point is simple: Russian enforcement is treating land-based storefronts with direct online access as part of the same criminal chain, not as a side business.

1. The case involved 27 people split into two groups. The first group had 16 lower-level participants, who entered pre-trial agreements with prosecutors and, in exchange, received suspended sentences of 2 to 3 years after testifying against higher-ranking figures.
2. The second group consisted of 11 people named on the basis of those statements. They were charged with illegal gambling, plus bribery episodes involving local law enforcement officers who were allegedly paid to provide protection.
3. Prosecutors also added Article 210, the criminal organization charge. In Russian enforcement practice, this is the heavy one: once it is attached, the case stops being about a gambling venue or a payment trail and starts looking like an organized crime file with much longer exposure.
4. The operation allegedly ran in Vladivostok between 2018 and 2022 in a “onlinelandbased casino” format: physical points of sale that gave direct access to online gambling. That setup matters because it blurs the line between offline distribution, online gaming, and the payment flows that connect the two.

For high-risk payment providers, the operational takeaway is that this is not just about accepting gambling traffic. It is also about venue-based access points, local protection payments, and the kind of evidentiary chain that can turn merchants, intermediaries, and facilitators into defendants.
