Caixa cuts transaction limits at lottery agents after simultaneous cyber incident hits SISPL

Caixa Econômica Federal’s lottery network is operating under emergency limits after a systems incident on Tuesday (21) hit SISPL, the platform that supports lottery units across Brazil. For PSPs and merchants exposed to this channel, the immediate point is simple: deposit and third-party bill-payment volumes were capped at R$ 2,000 per transaction, with the restriction in place at least through Saturday (25).

1. The reduced cap applies to two services across the entire Canal Lotérico: payment of bills from other banks (Cód 850100) and deposits (Cód 012081). Caixa said the limit of R$ 2,000.00 per transaction will remain in force until at least Saturday (25), with normal limits expected to return on Monday (27).
2. The incident on SISPL caused instability in the operating environment of lottery shops nationwide. Caixa said it is contacting affected units directly to restore service signals on Wednesday (22), and that an official notice will be published on the Conexão Parceiros portal.

Ricardo Amado Costa, president of the Brazilian Lottery Companies Federation (FEBRALOT), confirmed the temporary cap and said the system is being restored with all services, including bill payment and deposits, limited to R$ 2,000 at least until Saturday. He also said Caixa will contact the affected shops directly so their signals can be restored and activity normalized.
4. On the cause of the incident, Costa said he did not have exact details. For operators, the practical consequence is that the remediation timeline is being driven by the network and the bank, not by the shop owners.
5. In Bahia, the incident had an additional operational effect: 003 accounts, for legal entities, were unlinked from 043 accounting accounts. Affected units were told to check the status in the system and wait for further instructions from Caixa on regularization and relinking.

Lottery shops that spot inconsistencies in Tuesday’s (21) movement are being instructed to open a ticket in Conexão Parceiros under Operational > Transaction Inconsistency. The accounting close for the same day remains due under the existing procedures, even with the incident in the background.
