Spanish online gambling operators flag cross-operator deposit limits and new DGOJ detection algorithm

Spain’s regulated iGaming market is heading into another round of rule changes, and licensed operators are already pushing back. The immediate pressure points are cross-operator deposit limits and a new problem gambling detection algorithm linked to the DGOJ, with possible amendments to Gambling Act 13/2011 still on the table.

  1. Among the measures being implemented in Spain are cross-operator deposit limits, which would create a common framework for player deposits across different operators. For PSPs and operators, that matters because deposit controls stop being a single-MID problem and become a market-wide constraint.
  2. The DGOJ is also working on a new algorithm designed to detect risky gambling behaviour. In practice, that pushes player monitoring further into the regulatory stack, alongside the deposit controls already being developed.
  3. In the longer term, the government is considering amendments to Gambling Act 13/2011, with further restrictions on advertising and marketing among the possibilities mentioned in the debate. That keeps Spain on the list of jurisdictions where compliance planning cannot stop at payments flows alone.
  4. On September 21, Jdigital said the draft-amendment process should start with an assessment of the measures already adopted and their effects on players, operators and channelisation towards the legal market. The association also said any reform should be approached with a perspective extending beyond the current legislative term, since it does not expect a reform of this scale to complete parliamentary approval during the current term.
  5. Jdigital announced three working groups covering the operation and competitiveness of the regulated market; player protection and responsible gambling; and advertising, marketing and the evolution of the digital ecosystem. Separately, gambling lawyer Xavi Muñoz, Managing Partner at ECIJA Barcelona, discussed the same regulatory developments during a recent Gaming in Spain webinar, and Gaming in Spain says the industry is also watching possible legal avenues around the implementation of cross-operator deposit limits.

The regulatory environment will also be a key topic at the 2026 Gaming in Spain Conference, which takes place on October 15, 2026, in Madrid. The event will feature Mikel Arana.
