Brazil’s Sports Ministry cancels club meeting after betting ban sparks boycott

Brazil’s Ministry of Sport canceled a planned Tuesday, September 29 meeting in Brasília with football clubs and federations after participants signaled the room would be empty. The immediate trigger was a provisional measure signed by President Luiz Inácio Lula da Silva on Friday, September 25, which banned sports betting operators in the country.

1. The ministry originally invited clubs and state federations to discuss the “strengthening of clubs and Brazilian football,” according to Minister Paulo Henrique Cordeiro. Instead, the agenda collapsed after club executives started coordinating on Monday, September 28, around low attendance in protest of the betting ban.
2. In the official note sent to clubs and federations via the CBF, the Ministry of Sport cited logistical issues for the cancellation. Behind the scenes, though, the key factor was the signal from the invitees themselves that the meeting would be effectively emptied out.
3. The biggest source of anger was the immediacy of the provisional measure’s effects. For clubs, the government called the meeting after already publishing the measure, which made the whole exercise look, in their view, inconsistent. State federations also made no move to travel to Brasília.

One club executive, speaking anonymously, questioned the timing: “What can a meeting one week before the election do for football?” That gives you the political calendar problem in one line: the football side saw little point in showing up for a discussion that had already been overtaken by the betting decree.
5. Even with the tension, clubs have not broken off relations with the federal government. A bloc led by Corinthians, Internacional and Atlético-MG is still negotiating financial support, including a credit line and discounts on debt. The ministry has not announced a new date for the meeting.
