Georgia fully launches its international iGaming licensing regime

Georgia has moved its international licensing framework for online casinos, slots, and sports betting from soft launch to full rollout. For PSPs and acquirers, the important bit is not the headline tax rate; it is that the regime is now tied to Georgian corporate banks and payment processing under MCC 7995, while remaining ring-fenced from the domestic gambling market.

1. Random Systems Georgia, the regulator selected by the Georgian government and the technical adviser on gambling policy, said the international licensing regime is now fully live. The soft launch took place in July 2026.
2. The framework does not allow Georgian citizens to play under the new system. In other words, this is an offshore-facing regime, separated from the internal gambling market rather than an extension of it.
3. Georgia International Strategic Group (GISG), the exclusive representative for licensing international operators, is promoting a package that includes a five-year licence, a 5% tax on gross gaming revenue (GGR), 0% on reinvested profits, a 1% regulatory monitoring fee, and an annual permit fee.
4. The operating setup also allows remote onboarding without a mandatory local office and access to Georgian corporate banks, with payment processing under gambling merchant category code MCC 7995. For operators, that is the bit that turns a licence from a paper exercise into something a finance team can actually use.
5. GISG says the target markets are Western Europe, Asia, the CIS, and Central Asia. It also says banks are already onboarding operators, the first licensees are preparing to go live, and further improvements to the terms may be announced in October.
