São Paulo state lottery launches on .bet domain as ARSESP flags contract breach

São Paulo’s state lottery has gone live in test mode with dasorteloteria.bet, offering instant lottery games through an Android app and Pix. For high-risk payment providers, the useful detail is not the branding gimmick; it is the combination of state-backed gaming, app-based collection, and a regulator already objecting to the domain choice.

1. The lottery started operations on 1 July under the dasorteloteria.bet domain, with betting registered through an app that is, for now, available only on Android devices. According to the government, the lottery is still in the testing phase, although any Android user can already place bets via Pix.

The operation is run by Consórcio SP Loterias, made up of the American companies Scientific Games and Brightstar Lottery, the lotteries arm of IGT (International Game Technology), listed on the New York Stock Exchange and described in the source as the world’s largest slot machine maker. The concession was won in an auction held by the government of Tarcísio de Freitas (Republicanos).
3. Folha de S.Paulo reported that the consortium paid R$ 526 million for a 15-year concession, published in the Official Gazette in January 2026. That was a 102% premium over the minimum grant of R$ 260.7 million. The contract also requires R$ 333 million of investment in the project.

The São Paulo government expects to collect R$ 3.4 billion over the life of the contract, based on a 35% levy on net operating revenue after deducting prizes paid, income tax on winnings, and social charges. The grant proceeds will fund the tendering of two hospitals: one in Itapetininga, 392 kilometers from the capital, and one in Birigui, 518 kilometers away.
5. ARSESP, the state public services regulator, said it certified and approved the lottery’s products, which are described as instant lottery games even when they have a casino-style design. The company says the platform offers, on average, 60% return to players. After the original report, ARSESP notified the concessionaire that using “.bet” in the domain refers to a prohibited category under the concession contract, and said the contract bans unregulated formats such as bingo, casino, slots, and jogo do bicho.

The physical rollout is also already mapped out: Dá Sorte is authorized to operate 31 land-based gaming points and plans to start offering physical games in November, with installations yet to be completed in the source material.
