Spain’s DGOJ opens consultation on Remote Gambling Act changes as cross-operator deposit limits start on September 25

The Spanish regulated igaming market is heading into another round of rule changes. The DGOJ has opened a public consultation on amendments to the Remote Gambling Act, while a new cross-operator deposit-limit framework begins a six-month test on September 25 and is set for full rollout by March 25, 2027.

1. The DGOJ’s proposed amendments focus on three things: stricter player ID requirements to prevent income tax evasion, a registry for approved B2B software suppliers to help fight illegal gambling, and additional advertising restrictions. For operators and PSPs, the practical point is that compliance pressure is expanding beyond front-end player checks into supplier oversight and marketing controls.
2. Spain has also approved a cross-operator deposit-limit framework that starts with a six-month testing period on September 25. Full introduction is scheduled for March 25, 2027. According to the webinar, this is expected to reduce annual onshore player spend by €300m, with market channelisation falling from 76 per cent to 74 per cent in 2027 and then stabilising at around 71 per cent from 2028 onwards.
3. For payment teams, cross-operator limits are the part to watch. A player-level cap that applies across multiple brands changes how operators think about deposit flows, KYC, and account monitoring, especially where the same customer moves between licensed sites.
4. The webinar also pointed to prediction betting as a remaining opening under current Spanish igaming rules, despite enforcement actions against Polymarket and Kalshi. The stated route is betting on sporting events where the operator acts only as an intermediary. That is a narrow lane, but it is still a lane.
5. The 2026 Gaming in Spain Conference will take place on Tuesday, October 15 in Madrid. The agenda includes the DGOJ’s new problem gambling detection algorithm, cross-operator deposit limits, prediction betting, and sweepstakes. Confirmed speakers include Mikel Arana, Director General of the DGOJ.

For PSPs and acquirers serving Spain, the message is fairly clear: the market is not closing, but it is becoming more rule-heavy, more centralized, and less tolerant of sloppy onboarding or loosely controlled payment flows. That tends to shift the value of a payments stack from “can it process?” to “can it keep up when the regulator changes the game mid-season?”
