Evolution to pay £4.75 million after UKGC licensing review

The UK Gambling Commission has published the findings of its licensing review into Swedish B2B supplier Evolution, which began in December 2024 over the appearance of its games on gray-market sites. For PSPs and other high-risk payment players, the useful bit is simple: this was framed as a compliance failure around AML risk, third-party oversight, and controls, not just a content-distribution issue.

1. The UKGC found that 5 Evolution games were accessible to British players on 6 websites operated by 2 companies without licenses. That is the core trigger for the review, which started in December 2024.
2. Evolution’s 2024 risk assessment did not meet the UKGC’s minimum requirements, with the regulator pointing specifically to shortcomings in how the company assessed risks tied to third parties. In practice, this is the part PSPs will recognize: the regulator was not satisfied with the company’s downstream controls.
3. The £4.75 million payment resulted from what the UKGC described as “inadequate risk assessment in the area of anti-money laundering, weak oversight by third parties and ineffective controls.” That wording matters, because it puts the case squarely in the same compliance bucket that banks and acquiring teams read very closely.
4. As part of the agreement, Evolution must also carry out an independent review of its policies, procedures, and control mechanisms within 12 months after the licensing review concludes. For counterparties, that means the remediation process does not end with the fine.
5. Separately, Evolution remains involved in a major US lawsuit against Black Cube and direct competitors from Playtech over defamation claims that allegedly caused substantial losses to Evolution. Different case, different jurisdiction, same company under sustained legal pressure.
