Pennsylvania Lawmakers Move to Tighten Online Gambling Rules, Including Deposit Limits and a Credit Card Ban

Pennsylvania lawmakers are preparing a package of bills aimed at reducing the risks tied to online gambling, with a particular focus on deposits, marketing, and payment methods. For PSPs and acquiring teams, the payment piece is the one to watch: a proposed ban on credit cards would directly affect one of the most common funding rails for digital betting.

1. Representatives Tarik Khan and Jamie Flick have introduced a set of bills that would add stronger consumer protections and treat gambling-related harm as a broader public health issue. The push comes as online casinos and sportsbooks keep growing, with users able to access them constantly through mobile devices and computers.
2. One proposal would limit how often players can deposit cash into their online gambling accounts in a single day. It would also curb some of the promotional pressure around continued play, including direct messages and app notifications, while also aiming to reduce gambling advertising exposure among younger audiences and increase funding for prevention and treatment programs.
3. The second proposal targets funding methods and would ban the use of credit cards to top up online betting accounts. Lawmakers say the point is to reduce the risk of players running up debt using borrowed funds, which is the sort of rule that forces operators and payment providers to rework checkout flows rather quickly.
4. The third measure would strengthen Pennsylvania’s self-exclusion system and stop gambling operators from sending marketing materials to people who have opted out of betting platforms. In other words, the law would close a loophole critics say weakens the program’s effect in practice.
5. The reform effort follows strong growth in Pennsylvania’s online gambling market, where billions of dollars are transacted at digital casinos and sportsbooks annually and participation keeps rising. Support services are also reporting higher demand, especially from younger adults.

The initiative is patterned after recent action in Colorado, where new regulations limited deposits and banned some marketing practices. The bills have not yet been formally introduced, but if they move forward, they would rank among Pennsylvania’s most sweeping responses to the digital gambling boom.
