Bet365 Fined SEK 44 Million in Sweden After Spelinspektionen Found Deposit-Limit Breaches
Bet365 has settled a regulatory case with Spelinspektionen, Sweden’s gambling regulator, and will pay SEK 40 million plus SEK 4 million for breaches tied to customer care and deposit-limit obligations. For PSPs and operators in high-risk verticals, the useful bit is not the fine itself but the regulator’s view that the failures were systematic enough to raise the possibility of license revocation.
- Spelinspektionen’s action covers two Swedish entities: Hillside (Sports) ENC, which was fined SEK 40 million, and Hillside (Gaming) ENC, which was fined SEK 4 million. The regulator said the violations concerned customer care and deposit-limit rules.
- The alleged non-compliance ran from January 1, 2019, to April 19, 2022. According to the regulator, the bet365 platform allowed players to choose no limit when setting deposit limits, and Spelinspektionen said bet365 did not set a technical numerical limit.
- Bet365 argued that there was a “hidden technical limit” of SEK 500 million, but the regulator still concluded that the breaches were not isolated. Spelinspektionen described them as systematic and serious enough to potentially warrant a review of the company’s licence, including revocation.
- The outcome stopped short of licence action because the entities under enforcement took corrective measures during the audit. On that basis, Spelinspektionen limited the response to a financial penalty and further guidance on how to implement the correct deposit and customer care rules.
- Going forward, bet365 must comply with additional requirements, including a mandatory review of players who lose more than SEK 10,000 monthly. The company will also apply extra measures for vulnerable groups and young people aged 18-24, and pay closer attention to self-excluded players who have returned to playing.
