Binance signs Kazakhstan MoUs on digital assets, payment infrastructure, and a potential stablecoin
Binance has signed three memoranda of understanding in Kazakhstan covering digital assets, payment infrastructure, and investment instruments. For high-risk PSPs, the useful part is not the ceremonial signing photo; it is that the country is talking about settlement rails, local infrastructure, and possibly a stablecoin in the same breath.
- Binance signed MoUs with Kazakhstan’s Ministry of Artificial Intelligence and Digital Development, the National Bank of Kazakhstan, and the Astana International Financial Centre (AIFC). The agreements are split across three connected areas: digital assets, payment infrastructure, and investment instruments.
- Under the memorandum with the Ministry of Artificial Intelligence and Digital Development, Binance plans to expand cooperation in digital assets, digital and computing infrastructure, and innovative payment solutions. The areas under consideration include exploring the potential issuance of a stablecoin in Kazakhstan, building infrastructure for settlements using digital assets, improving tax and judicial approaches, and developing new financial products and services.
- Kazakhstan’s Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev said the country is moving from establishing a regulatory framework for the digital asset market to building infrastructure and implementing relevant solutions. Authorities expect innovation to help attract investment, support economic development, and launch digital services.
- Binance’s second memorandum with the National Bank of Kazakhstan focuses on developing digital payment infrastructure, with the goal of turning Kazakhstan into a regional hub for FinTech services. The parties will also consider localizing certain Binance regional operations, functions, and infrastructure in Kazakhstan, along with developing cross-border financial services.
- Binance and the National Bank of Kazakhstan have already prepared a roadmap for these initiatives. It includes phased development of payment infrastructure, completion of the required licensing procedures, and the launch of new payment products. National Bank Deputy Chairman Binur Zhalenov said the regulator wants innovative solutions without losing reliability in payment infrastructure or stability in the financial system.
The third agreement with the AIFC extends cooperation under the AIFC Investment Tax Residency Program and looks at incorporating digital assets into Kazakhstan’s investment infrastructure. AIFC Governor Renat Bekturov said extending the program to digital assets marks a new stage for the country’s investment infrastructure and should give investors additional instruments in a regulated environment.
